Brief Summary: Adding an insurance policy to all members of the city in relation to their vehicles.
Detailed Suggestion: Bare with me on this one as I know a lot of people will disagree. As it currently stands with how the city is, spending money is mainly focused on Cars/Bikes/Boats etc. People have amassed a large collection of vehicles for the reason of, well just owning a lot of vehicles.
My proposal is this; Similar to how council tax works, players could be issued with an Insurance Policy that covers all of their vehicles, rather than each vehicle as this would become far too difficult to maintain and costly. This would be paid on the same date as council tax to keep things simple. Once a vehicle is purchased it then needs to be added to your insurance policy (Either at the dealership you brought it from, or the town hall). This would allow for multiple new RP situations. Currently with shared houses and garages etc, people are seen driving their friends vehicles and yet when stopped with by the Police it will end in one of 2 ways if we cannot get in touch with the original owner; either the vehicle is seized and player arrested for TWOC, or let on their way with almost no RP involved.
Having an insurance policy would add to this, as you can add friends to your Policy via their player ID so when the Police PNC your vehicle, it will show who is allowed to drive the vehicle. If somebody hasn't been added to the Policy, it shouldn't immediately end with arrest for TWOC and seizure, but opens up the possibility of new laws added such as Driving without Insurance instead, which leads to points rather than arrest, making it more of a gamble to not insurance your vehicles or add friends to the Policy in relation to possible driving bans and seizures, which in itself can create RP between players for having their friends car's seized/scrapped.
In terms of the cost, the policy should be increased by a specific amount per vehicle just to keep it viable and not too costly, but enough that people would need to do some work to obtain the funds to carry on the luxury of owning multiple vehicles. Or this can be done per category of vehicle, so the higher performance/more modifications then the more the car costs (however this would involve a lot more work for the devs and could become costly to players). If the policy is not paid, the consequences should not be that all vehicles are seized instantly, but if caught by the Police driving them, they would be dealt with for Driving without Insurance and before the specific vehicle is released from impound, they would need to present to MRPD and speak to an officer. That officer can check PNC and then attend the impound and release the vehicle for the player or any party on the insurance. (This would require the vehicle PNC screen to show one more option of Insured Yes/No)
The Pros:
More RP scenarios between Police/Players when using other peoples vehicles, rather than stop/arrest/seize, as well as some little RP with dealerships if purchasing the vehicle direct from them, along with RP for collecting vehicles from impound/speaking to officers to prove that the insurance has now been paid for.
Added responsibility to players to maintain the policy to keep their vehicles and reason to work around the city for other reasons than simply buying more vehicles.
Less hassle when driving other persons vehicles for legitimate reasons with the Police.
More of a realistic feel to owning vehicles for players, rather than just stock piling them for the sake of it.
The Cons:
I believe this would require some serious dev work if it wanted to be detailed (editing PNC/Creating a policy per player etc) especially if pricing is done by performance not just number of vehicles. As well as the implementation of the law for Driving without Insurance.
More cost to players in general, especially if they own a lot of vehicles currently.
Does this suggestion change balance on the server ?
I cannot see how there would be an imbalance by this proposal, however I can see how the cons would effect players who don't have a large income and already have a large amount of vehicles.
