Brief Summary: 

The ability for police to inspect vehicles.

Detailed Suggestion:

If your car gets stolen you need to report it to the police and an officer needs to mark it as stolen. What I'm proposing is that someone steals your car there would be marks. Marks on the door would mean that the car was broken into. Marks on the driver seat would mean the car was hotwired (turned on without a key). Right now it makes no sense that a officer can't tell if the car was stolen or not unless the owner reports it. If someone hotwires a car should be obvious especially for someone trained to know what to look for. Right now is unfair that if you don't report you car stolen you are stuck paying huge release fines or having to go to a lengthy and hard process to prove that your car was stolen (how exactly you would prove that since you didn't knew it was stolen till to late).

At this moment if I steal a car and I get pulled over I can just say that a friend loaned me the car, but if the officer finds marks of a hotwire than I would need to come up with a better explanation.

This inspection could also apply to civilians, if they are trained mechanic for example.

The Pros:

The police would be able to tell if a vehicle was tampered with or not

Criminals will need to come up with a better RP.

Does this suggestion change balance on the server ?

Yes, because right now there is no way to tell if a car was stolen or not.

 
I really like this. If it was similar to doing forensics with the flashlight, perhaps showing the status of the hot wire with the potential of fingerprints being on the wheel/door belonging to the owner or the carjacker.

 
This is a really interesting feature. I guess it would be similar to how you "check patient" as NHS.  As NHS We can check to an extent how a person has been downed.

I guess it should work similar to that? Hit the interaction wheel, inspect vehicle and tabs show up saying "signs of hotwiring" if the player has started the vehicle when not in possession of the key. Also "signs of break in" if vehicle was lock picked?

Only thing is, cars stay stolen past restart, I think that on restart that should reset. People get wound up with Police as us when pulling people over who's vehicle is marked stolen no matter how nice you go about it.

Last question is: how should you reset the traits on that vehicle other than server restart? When the vehicle is stored or impounded the breakin traits revert to normal?

Last question is: how should you reset the traits on that vehicle other than server restart? The mechanics shop place maybe and you have to have your ID to prove the car is yours and works via an NPC? Repair kit makes no sense
To remove the markers or evidence the car needs to be stored in a garage, impounded or insured. This would take care of both restart when the thief loses the car possession or if you recover it, just store it in the garage and take it out again.

Yep completely agree. I think you misunderstood me on one point though. When a person recovers their stolen car from impound, at present, the stolen marker remains. I think when impounded via any means that stolen marker should go off PNC. Police stop a lot of legitimate car owners because of old stolen markers at present causing unnecessary aggro.

The evidence of car break in needs to revert to otherwise we'll be charging legit car rentals

Right now the stolen marker needs to be added trough RP so I don't see a problem with it being removed trough RP. The problem I'm trying to solve is that the cops don't know if a car was stolen or not unless the owner informed them and it was marked. I think that the car stolen evidence should be removed by impound or garage, but the ANPR stolen marker should remain till an officer removes it. Is not that hard to remove a stolen marker, you stop when the cops pull you over, you tell them that you recover it and prove that you are the owner and the marker gets removed. I think automating the removal of a marker that is not added automatically would deny some RP scenarios. 

But anyway, on this point I don't have a very strong opinion and I'm not really bothered, personally, about the stolen marker. What I'm trying to get implemented is the evidence of a crime.

This is a great idea! I hadn’t thought of it myself but it’s very logical. Currently, only when people are driving the car and they get stopped, that we can arrest/charge them for TWOC. +1
