Vechile initiation

I heard somebody say that you can not initiate on somebody from a vehicle but I can not find an answer to this in the rules so I am really confused so if someone can clarify if this is true or not It'll be greatly appreciated. For example you step out of ur vehicle and run up to somewhen parked and begin to talk to them but they drive off before you get to tell them to get out can you chase them and tell them to pull over  its a robbery or something on those lines.

You can't initiate from any vehicle for a very simple reason, there is no way to be sure that the guy heard you. Vanilla arma handles talking from inside of a vehicle very poorly. With TFAR or something it is possible but we don't use it over here so you will have to wait for them to stop and then run up and initate.

Initiating from inside a vehicle to other people inside a vehicle = no. It's not literally in the rules, but it's common sense. When you initiate you need to make sure you can be heard. Just as you can't initiate at someone from 500m away where he won't hear you (not literally in the rules either), the same goes for vehicle to vehicle.

When it comes to initiating on people inside a vehicle whilst yourself are outside the vehicle, make sure to be very close to the vehicle and make sure it's not a fully spooled up helicopter. If there is any reasonable circumstance under which the other party cannot hear you (someone playing music nearby, someone being very loud, a loud helicopter or jet engine), assume that they didn't hear you.
