Does anyone know what language the decamp and vdm scripts are coded in?

I think the VDM script comes default with Tonics version of Altislife. I wouldn't be the person to ask though.

No. VDM script does not come by default. By default VDM kills you. 

There are public scripts or tutorials on how to edit Tonic's code to be able to have an anti-vdm script.
