Description of what happened: User & Buk Lulu had just robbed me of 600k and my taxi, so while I was running back to Kavala, User VDM's me with my taxi (I don't actually know if it's classified as VDM or just wreckless driving, but I'm reporting it anyway)
So when I'm in Kavala, I see Buk Lulu (User's buddy) driving a stolen  NHS Vehicle.
 
What Rule Was Broken ?: VDM and rule 3M) Not allowed to steal NHS Vehicles
 
Have you tried to resolve with the player before posting?: I tried contacting both of them in side chat shortly after, but I got no response
