Updated rules on the Treasury

So, the treausry has a fair few unwritten rules. Like you can't join in on someone elses, you can't have people join after its started, you can't interrupt other gangs doing it. Can we get some ADMIN clarification please.

The rules officially say "anyone on site at the beginning can't call for backup." 

To me once it's starts its the police job to contain it and make sure no one interrupts it. Once the gold is loaded and you're out of the treasury, gangs can have free reign to hijack it as long as the role play is proper with initation.

Correct as long as officers do not violate NLR
