Unexplained Low Frames?

So, currently this is my setup:

CPU: i7 3770K @ 3.7Ghz (Cooled by 212 EVO)
GPU: Geforce GTX 960 4GB
Mobo: MSi z77a-G43
SSD: OCZ Trion 100 120GB (Arma 3 and OS installed on this)
RAM: 32GB DDR3
OS: Windows 10 Pro

I don't really know why but the most frames I can manage to get on Arma 3 in most cases is 40FPS, and it drops A LOT in cities and whilst driving. @SPC Quinn has similar specs (Has a i5-4690K I believe) which has similar clock speeds, and slower on some cases.

In the last few weeks trying to debunk the problem I changed my GPU from a 650 which made a decent difference, bought and installed an SSD and I also got a Hyper 212 EVO cooler for my CPU (was stock) and I overclocked to 3.7Ghz (tried OCing further but unable to do so for some reason..). 

I have monitored temperatures and load of both GPU and CPU whilst playing ArmA 3 and both are normal, and not capping.

There are no background tasks using resources heavily.

I have ran out of options of what to try so I have come here to seek advice. 

Any help is appreciated and I thank you in advance.

Have you unmarked your CPU? If not there's free software on the Internet.

Try setting Arma 3 to run at higher priority than any other task via task manager.

download Asus GPU tweak II if it's compatible with your mobo, if not I'm sure there's software like it out there for MSI.

turn down the filters in your in-game settings.

In your GeForce experience set Arma to performance not to quality.

In your graphics card settings change 3D settings to performance and single display mode.

I've tried pretty much all of this, some provide minor FPS boosts but still is noticeable that it's not running as smooth as it should be

But seriously it sounds like a texture load speed issue, what your drive usage is whilst playing. Also if your new to ssd's don't forget to disable your page file and hibernation.
