If I rob an unarmed guy and he counter initiate against me is it valid or not??? (No other rebels in the area)

Ah, the blossoming hobo initiation! Brings me back to the days of the Church of Invictia.
Really it only applies if an "unarmed" person attempts to rob you, it's not really valid since there is no visible threat.
If you attempt to rob someone else and they are unarmed they can still counter initiate with the claim of having friends in the area until you remove their communications. Same way if a police officer restrains you, you would counter initiate even though you, yourself cannot shoot or be threatening in your position.
