Unable to move profile banner

I am unable to move profile banner photo on most up to date google chrome

I noticed this a few weeks back however I forgot to report it. For whoever looks into this, it's caused by jquery ui not being loaded on the profile page.

I noticed that if you click it so it expands you can then reposition it fine even if you make it small again

Even doing it that way, if you drag before it's fully expanded it breaks. I also noticed that when expanding it doesn't unexpand after cancelling/saving the reposition.
