By 'quote' I'm assuming you mean directly quote each rule from the rules page. This is what I will do.
'(2.2) Random Deathmatch (also known as RDM) - Shooting at someone without engaging in any form of quality role play (eg. Giving enough time for them to comply with your order. Countdowns are not considered quality roleplay, please at least attempt to create an interesting roleplay story before considering shooting.) is considered RDM. (Punishment is a ban).' I would explain RDM as simply starting any sort of fight without a motive, by this I mean engaging in conflict without a good roleplaying story. An example of a roleplaying story I can think of is holding somebody up to rob them, in this situation if the player being robbed refuses to comply to orders after being given multiple chances, it may be okay to wound them and later on perhaps kill them.
'(2.1) Vehicle Deathmatch (also known as VDM) - Using any vehicle as a weapon (e.g running people over, causing explosions including while sling loading, ramming, etc), will result in you receiving a ban.' (I didn't think it necessary to quote the entire rule.) The exception to this rule is using MRAPS to ram other MRAPS to disable them, in roleplaying situations. I can't think of any long explanation for this rule; it is simply just: do not ram players or other vehicles with a vehicle.
NLR stands for 'New Life Rule'. When you die by any of the reasons given in (5.1) then the following rules apply:
'Your character does not remember any previous roleplay situations, your character does not remember where any of its vehicles outside the garage are, your character does not remember any previous enemies (your killer/robber etc), your character cannot return within 1000m of the location of death or be involved in the same combat situation until the 15 minute NLR timer has expired, and your character does remember their friends & gang members.'
I would explain NLR as just a set of rules regarding roleplaying after you have respawned. The main gist of NLR is that you do not remember anything about your previous life. (Except friends and gang members.)
'(2.4) Using any exploits such as looting dead bodies, duplication of items or money, using the ‘Flip Vehicle’ feature outside of its intended purpose, transferring/processing items through walls and windows, and locking doors that have been broken into before 10 minutes have passed, IE those that have been bolt-cut. Punishment is a permanent ban without appeal. If you discover an exploit that nobody else knows about, please reveal it to a staff member privately in order to ensure that it does not be abused in the future.' Exploiting is basically what it says on the tin. It is using bugs in the game (such as duplication of items and money as stated,) and other situations such as the looting of dead bodies to your advantage, and not to your advantage too, as exploiting for no gain is also bannable one would assume.
