I was banned for returning to within 1000m of my death location after being killed by a vehicle.

Stavik states this is not VDM as it is not intentional, despite the sever rules stating nothing regarding the intentions of the person VDMing.

Plainly, using a vehicle as a weapon constitutes VDM. The vehicle was rammed into me, intentionally or not, and killed me. Thus the vehicle was used as a weapon against me making it VDM, meaning my NLR restrictions did not apply.
