TS3 Whisper list

Recently Me and my friend @Vinny NHS have been trying to whisper each other , we have both set them up correctly when i was in police they were working perfectly fine now when i try to set one up with just me and him it says "no whisper target found" even though it has the red circle next to his name? (his works fine)  

If anyone knows how to fix this or is anyone having this problem as well ?

I have the write hotkey profile i set it up with aswell.

If I remember right, all whisper permission has been removed excluding the Police so NHS won't be able to whisper.

What he said, only Police are allowed to use whispers.
