Trucking Application
Hello,
This is an application to push forward trucking within the city, I come from the transport industry and fully qualified knowing the in and out. So I have come forward with an application hopefully to suit the city with more realistic trucking.
I will be breaking down the application in a few sections;
* 1.1) Digital Tachograph
* 1.2) Drivers hours
* 1.3) CPC entitlements
* 1.4) Medicals

Truck Operators
* 2.1) Truck companies owners

1.1) Digital Tachographs.
All commercial vehicles should be equipped with digital tachographs, Limiting the amount of driving hours a driver can do within the city at a given time. This will stop people also from sitting trucking all day and ruining the economy with back to back loads.
* Logs drivers hours
* Logs defect checking time before you can drive the commercial vehicle
* Logs speeding within the city, Each time the person gets caught speeding it gives points on the tachograph card
* Ability for VOSA to check the drivers hours
1.2) Drivers Hours
* The driver is limited to 4.30 hours driving time before having to take a legal tacho break of 45 minutes, This can be split into 2 rest periods, One of 15 minutes and another of 30. But it can not be 30 then 15 minutes (How it works in real life), Once the legal break has taken place the drivers hours are reset and can proceed with driving for another 4.30
* A tachograph card can only consist of 9 hours driving per day (Conversation in game may be needed) and extended to 10 hours twice a week.
* Weekly driving limit on a commercial vehicle to be set at 56 hours.
1.3) CPC entitlements
Each commercial driver will have to sit a CPC lesson once a month at a government cost price. The lessons will be taught by other players within the city, Teaching the drivers about road safety, Defect checking on the vehicles. Drivers hours.
1.4) Medicals
Each driver will have to get a medical completed by the NHS at a cost of the player. This will bring more uses to the NHS and doctors and they can make money doing medicals and seeing if the player is fit to drive a commercial vehicle.
Checks will include
* Blood pressure, To make sure the person will not have a heart attack behind the wheel.
* Diabetes check, Making sure they’re not type 1 diatbetic or have it under control
* Substance abuse, Checking the player isn’t addicted to any drugs or alcohol

1.5) Safe loading
There will be certain types of licences for the players, And the player will have to go through a safe loading check to drive articulated lorries.
1.6) Licence entitlements
Every driver should start with a rigid truck (Bensons, Packers etc), Once a certain amount of jobs have been completed they can upgrade their licence to a rigid lorry, Providing that the correct CPC course has been taken.
1.7) Vehicle defects
Each vehicle at the start of the shift needs to have a 15 minute defect check, The tachograph card needs to be inserted to the lorry at the given time and put on “Other work” While the defect is being done. Failure to do the defect check correctly will result in a point on their tachograph card.
* Tyres, All tyres must be above 1mm
* Windscreens, Check for cracks, Chips and etc in the screens and make sure the driver is able to view the road
* Brake checks (Making sure the brakes 100% work as they should)
* Lights (Making sure all hazards, high beams, and side markers are working)
* Seatbelts checking both passenger and drivers seat belts are fully functional
1.8) VOSA
VOSA works like the police but just for commercial vehicles, VOSA can check all defects on the vehicle that the drivers should’ve checked at the start of their shift, They can check drivers hours to make sure they’re within the law of the vehicle being on the road and the drivers.
VOSA can also impound trucks which are legally not allowed on the road.
1.9) Traffic Commissioner
When a driver gets too many points on their tachograph, Or caught with a defected vehicle they have to go in front of the traffic commissioner to try and keep their licence, The traffic commissioner can issue a ban on there commercial licence or fine the driver or company the driver is working for.
1.10) Prohibitions
A number of forms are used by the enforcement officials in connection with the system of inspection and prohibition of vehicles. The following paragraphs describe the forms and their purpose and rules of use
* PG3
* A PG3 is issued by an examiner to a driver, It is a direction to the driver to proceed to a specified place where further inspection will be carried out. The location specified for the further inspection must be within a 5 mile radius.
* PG9
* The PG9 is the basic prohibition notice issued when significant faults have been found on the vehicle. The driver is given a copy of the PG9 and this must be carried on the vehicle at all times whilst it is in force.
* PG10
* A prohibition is removed when an examiner issues a PG10. The removal is only issued when the vehicle has been examined and found to be completely roadworthy.
* TE160
* The TE160 form is issued to vehicles exceeding their weight limits.
A copy of the prohibition notice will be given to the person in charge of the vehicle, Who must bring the notice to the attention of the trucking operator as soon as possible, The drivers copy of forms P9 must be carried on the vehicle at all times whilst they are in force, and must be presented when the vehicle is submitted for re-examination.
It’ll be an offence to drive or permit a vehicle to be driven whilst a prohibition notice is in force. The penalty could be up to £100,000
Truck Operators
2.1) Truck Operators
This will allow a player to operate there own truck company, Employing players to there company, The truck owner has the job of keeping all the employees within the legal limits, This means the players will have to “Download” there tachograph card at the end of every shift and return defect sheets of the vehicles they’ve driven.
If there is something wrong within the tachograph logs the truck operator will have to notify the traffic commissioner with the persons details and the rules they’ve broken.
They can also apply for tenders generated by the server for a set price, This then will be given out to their employees.
2.2) Tenders
At the 20:00 storm the server will generate tenders for the truck operators to apply for, Once the 08:00 storm happens the server will give the operator with the best price the tender, But there needs to be a system in place to stop players going for the “lowest” price they can, Or randomly selecting a company from the tender applied list for the tender.
If the tender isn’t fulfilled by the company they’ll be given a 24 hour “strike” from bidding on any tenders on the next storm.
2.3) Employees
This system will work only for when someone is hired onto the operators “O Licence”, When the operator gets a tender they can issue certain jobs to the employees to fulfil, The monies will go straight to the operator and the operator will then pay the employee, This brings more RP situations into the city.
2.4) Insurance
Trucking operators should consider taking out the following risks;
* Fire and theft risk to vehicles
* Employers Liability - Compulsory, covers death, injury or diseases to employees
* Public Liability - Voluntary in case of being sued for damages.
* Fidelity Guarantee - cover against dishonest employees
2.5) Operation licences
Each truck operator needs to get a operation licence to even accept / bid on any tenders, Failure to have the current O Licence will lead to there company being brought in front of the traffic commissioner, The truck operator must show on there application they have enough resources and the correct vehicles for the jobs they’re going to be fulfilling, AKA must have a Benson for local deliveries or haulers for long hauling jobs.
Conditions;
* £50,000 must be deposited into the truckers operating bank account (Company) for each vehicle on their licence.
* The truck operator must attend a special CPC course to become an operator. This will teach them about how to run a trucking company and keep their records in order.
* Must show employers liability upon application what can be bought from the court house.
* Must provide a document showing that they have a contract in place for the maintenance of their vehicles (This can be provided by either auto exotics or another source)
* The O licence holder must also have a “DBS” check done to see if they’re fit and in good repute with the city to hold such a role as a o licence holder.
2.6) Maintenance
Each vehicle needs to be kept at high standards and roadworthiness, This will be done by the scheduled maintenance of vehicles, Once a vehicle is added to the “Truck operators” O licence it will be added to the VOSA database and VOSA can see when the last vehicle maintenance has been completed.
This brings more RP situations into the city as the trucks will need to go to shops like auto exotics for them to sign off the vehicles ready for road use. There is a few options when a vehicle needs to be sent to be serviced.
* Every week the truck needs to be serviced, If the truck isn’t serviced and caught on the road doing work it’ll be impounded and the O Licence holder will be fined as well as the driver, This can also lead to the O Licence holder having his company suspended for X amount of time.
* Based on mileage; Same goes for above just based on the mileage the vehicle has done.
* If the vehicle doesn’t meet the standards it’ll be issued a prohibition against the vehicle.

The idea of trucking is to bring a more realistic feeling to trucking into RPUK. Above are the basic guidelines that I’ve written up, This alone will bring more fun and RP situations into the city whilst bringing more legal jobs.
It’ll allow Auto Exotics to do more maintenance contracts, the NHS to do medicals, a new whitelisted VOSA team to check the lorries and the police to also catch illegal drivers.
With the money what the players have to pay to get access to the server generated jobs will also be a money sink.
The CPC trainers will also be given a script and questions to ask during the lessons to give them their entitlement to become a truck driver legally.
The truck operators can run a small trucking company profiting off the players who are on their books as they’ve done the leg work of getting the vehicles and maintaining them.
There are plenty of places in the city where the truck drivers can do drop offs or pick ups.
