Those are not police officers.  The rebels in question are not wearing police issued gear. They most likely stole a police vehicle, and impersonated police officers.

The rebels you encountered are not police officers, police usually wear black vests and every officers has a uniform on with a badge on it or the Police logo, I believe even our marines have the Altis Police logo on their wetsuits. The easiest way to recognise a police officers is by their uniform and gear and rebels can't use the blue lights from a police vehicle. I will try and show you some typical unfiroms police officers wear.

I don't have a photo to show you the Marines uniform but like I said they usually wear a wetsuit with some yellow stripes and on the arm they have a Altis Police logo. I hope this post will help you in the future.
