Tricky situation

Let's imagine this situation, there's a gun fight and this guy is down, a helicopter aproaches, lands and two guys with no guns get out, both run towards the downed guy and one of them starts dragging him and the other runs towards the heli to fly off, can both of them get shot without any rules be broken or not?

The only reason someone should be fired upon without words being said is during an active firefight when they are moving injured players around this is due to them making themselves known to you as people who are involved with said gang or players that you are in combat with, if they are just naturally injured are enough time has elapsed for it not to be a firefight then RP is required as normal. When you pull the trigger you make sure that you are 100% certain that the person you are firing upon is involved.
