Treasury allows you to place a blasting charge, blow up the vault and take a vast amount of gold bars which can be sold at Gold Buyers in Kavala and Old UNMC territory.
RBA International Reserve contains money bags, where once you have broken through using a code breaker you can take these money bags and change them into cash at the Laundering site.
Main difference is that Treasury can give you a lot more cash of successfuly done, however it is generally considered harder to do.

RBA Treasury you will need a few hemmt boxes to collect all the gold bars from whereas at the RBA International Reserve all you need is a van or a truck boxer. You can also get more money out of them if you have the skills. There is Cash for Gold which gets you 25% more cash when you sell a gold bar I believe and then there are a few skills for laundering the money bags where you can get 25% more cash or 50%.
