To the Citizens of Altis​

After the Declaration of Martial Law in the city of Kavala, the Altis Police Force caused Havoc for the People of Altis. 100's of innocent people were left injured due to the excessive use of Rubber Bullets on citizens who were merely finding their way home, or out of the city. Many members of the Public and the Altis Volunteer Corps, including myself, were rubbered, restrained, and left alone locked in vehicles scattered across the city. They abused their ranks, and they have encouraged the people of Altis to distrust the system. ​

We took the fight into our own hands, we found and captured the man you see in front of you now, Chief Superintendent Xsum. We stripped him of his clothes, and his life. It's time the Police learnt how to keep the peace, rather than disturb it.​

We are the people, We are for the people.​
