Say someone robs you and tells you to put your hands up, do they HAVE to say they are going to kill you if you don't before they can actually kill you?

Ok, thanks. So if someone tells me to put my hands up and they don't tell me that I will die if I do not comply, it would be RDM if they do kill me? @Samatlewiss

Essentially, however it doesn't have to be worded so plainly. Don't forget there needs to be a form of high quality roleplay, not just 'hands up in 10 seconds or die' because that's boring.

Okay because I made a report of someone who said put your hands up and repeated that like 20 times, then told me to press shift + j in voice chat and then started counting down and shot me. Can he get banned for that? Because it was very poor rp and breaking rp.

You say yourself he broke RP so yes. Countdowns are generally considered poor RP as well but less explicitly against server rules as some other things
