Description of what happened: I was at Kavala near the RBA Bank patrolling with one of the sergeants and PCSO of the Police Force, we were complying with some guy i think [PLF]meow and when we were leaving the area, the PSCO and i hope in and as soon as the sergeant was going to hop in, this hobo jumps in the driver seat and starts driving, i asked him gently and silently if he's taking as hostages and he answered yes.
What Rule Was Broken ?: Rule 7: Police Rules
7G) CSO's and PCSO are not to be taken as hostages.
Have you tried to resolve with the player before posting?: Nope, he even said i was just wasting your time, so he clearly deserves this report.
