Tempest device blow up in Kavala

Ok so i am minding my own bisnis. Doing oil runs. Was done doing that. Going back to kavala to go to the bank. When i deposet my money i went to the gerage to store my tempest. So there was a exsedent so i needed to wait. then the officer was saying i can drive again. What happend next i stated my vechicle and then boom. Gone. Exploded. And the police was doing nothing then stending there and left the cene. 

Who do i need to talk to get my 500K vehicle back.

I think vehicles don't disappear when they explode. They would be in your garage.
