Taking a Taken Inactive Forum Name

I am wondering how I would be able to take an inactive forum accounts profile name. The account name I am wanting is https://www.roleplay.co.uk/profile/11221-storm/ 

I want the name Storm and as you can see the inactive account hasn't logged in for around 2 and half years, I am wondering if the inactive accounts name would be able to get changed to something other than Storm so I can take that name

At some point we had forum name recycling for inactive forum names, I guess this would be possible
