Streamlining the Forum slightly.

I've noticed a few little things that could help streamline the forums a little.
They should hopefully save a little bit of admin time, and make things a little easier for people not familiar with the forums.

#1: For some reason, normal forum users can start new topics in sub-forums that they should not be able to.

The ones I've noticed are:

#2: Is it possible to add a button, that links to the relevant forms, for Compensation Requests, Report a Player, etc.

This just might make it a little easier for people not familiar with the forums to locate the appropriate forms.

Although that menu is there, someone new to the forums might not find that so easily.
I would assume someone unfamiliar would probably go to Report a player forum, then try create a new topic, but the option isn't there.

Might explain why people create new topics in Actioned, or Rejected by accident.
Although there is the How to report a player, etc, I think I'm just suggesting to remove a couple of clicks/links to remove human error.
