Description of what happened: I was told to put my hands on my head by stephen so I complied and then PC Vincent arrives at the scene and tells him to come out or he will be shot. I told him to come out of the building and then he opens fire on me and kills me. I was no threat threat to him as I am a CSO and have no weapons and I had my hands on my head so I could not knock him out. I complied with his requests to put my hands on my head. The video is form PC Vincent's perspective.
 
What Rule Was Broken ?: RDM : He killed me with no Role - Play reason.

The video belongs to me but it was the CSO who got randomed. As you can see from the video the gentlemen in the hut was possibly trying to take a CSO Hostage, we both issued compliance, he in response shot an unarmed CSO in the head for no reason.

To be honest, you stated he was speaking to you before hand, told you to put your hands on head, that's all... that's not taking you hostage really...... you both issued complience, at that point, he switched to "defence" I guess...

it's bad roleplay on his part, however, there's not enough evidence to call it, Nor can I tell if he's actually taking you hostage, under rule:

10G) CSO's and PCSO’s are not to be taken as hostages.

He could of just wanted to steal any money you had on you, and run..... 

The second I make an assumption, it's not based on fact.
