Stealing vehicles outside of a garage

Alright so for no good reason the vehicles are unlocked when you take them out of the garage. 
Is it allowed to just stand there and wait for people to take their vehicle as soon as it's spawned?

I did read the rules. However, some of the rules can be interpret differently to different people. 

3C) Trolling - The following examples are considered trolling however there are multiple others so we advise common sense.

I would call it trolling if you're standing and waiting for people to take their vehicles out of the garage so that you can steal it as they, for some reason, are not locked when you take them out.

Same thing here, just replace 'trolling' with 'poor RP'.

The good reason for vehicles not being locked is server side. Having the lock script when taking a vehicle out causes server problems and desync, so there's a good reason.
