Stealing a vehicle

so i noticed that when you take a car to the scrap yard you get a steal option aswell as a scrap option what does the steal option do?

With the steal option you're able to pay a certain amount to steal the vehicle, where it will appear in your  garage after restart. However, you need the Carjacker skill to acess the stealing option.

so does that mean that when you steal it it become your personal vehicle registered to you as if you never stole it?
