if you have some spike strips are you allowed to say set them on the road leading to a resource buyer and once a person drives over it breaking their tyres then initiate on them or can you only use spike strips after you have initiated via voice?

You can use spike strips without initiation however, don't use them in a trolly way.

You can use a spike strip beforehand, but initiations MUST be made once the vehicle is fouled. I personally would wait for them to start repairing as it gives them a false sense of security.
