Whilst it's good that there are good methods of making money legitimately, illegal ways of making money should be much more worth the risk. When gang members are taxi driving on the side, it says the economy might need some changes. If illegal ways of making money come with a risk why would anyone legitimately do it as a full career if it has less, or the same as a legal income.
A few examples could be having a skill to selling drugs. So you would eventually start making money which is worth the risk after you sell enough. Or having a scalable income though criminal acts though a skill system. Another one is producing different quality drugs through a skill system.
Also allowing regular people to manufacture drugs only on a big scale, and gangs have the best efficiency tools to break it down (gangs could be made to get more out of breaking down a brick, so street dealers will still go to them) Something on these lines. This would make different levels of individuals in the drug industry.
