The police initiate on tires of a green hatchback and after around 5 minutes the police starts shooting at that car tires, another car shows up, two people get of the car and shoots the police officers in the area. Rdm or not?

IMO yes, been in many situations like that at I've been told that only the people in the vehicle can return fire.
