Is there a way to sign over a house,Crate & inventory included to another player?

Sadly no, but I'l put this way. You can give him all the items and place into a temporary vehicle, sell the house and be sure he has the following cash ready to buy it. A good idea though.

Yeah the issue is he wasnt very active till recently so hes got like 500k & the house is 1.5 million & i dont use it anymore so i basicly wanted to give him a head start,I guess i could just front him the cash,Looks like im gonna have to grind some diamonds or something.?

I have multiple houses,The issue was i wanted to pass one & the gear inside,to my Buddy to help him get a headstart,Free house with gear will be alot less strain on his 500k or less bank account lol.
