I don't believe they should be simply because there is already a huge price-tag on most helicopters, and while some of us don't think it's a whole lot of money to buy a littlebird/orca for example, the fact is that they Are expensive, and quite frankly the pay-out you get for scrapping them is a pittance compared to the effort someone went through to afford them.
A Mohawk for example scraps for 400k...
Scrapping a helicopter is more grief for the owner than it is reward for the person who chopped it.
Increasing the payout would fix this, but it would also make it a much more common occurrence. I just don't really see the point of pulling out my helicopters anymore, I'd rather just use a vehicle that I can legally take with me everywhere I go, rather than take something that I will have to land far enough from my destination that I can't keep an eye on it, only to hear it taking off soon after.
The only folks who will be flying helicopters soon are the new folk who have yet to be robbed of them (and will more than likely rage-quit after putting in so much effort only to have it yanked away by some wanker), or the older folks who don't give a f*ck if they lose some pocket change.
