shop owners queue bump eligibility?

Ive been back on the server briefly and seen a few shops still not owned. I was wondering if there might be a way to give shop owners a queue bump to shop admin stuff? Im not a shop owner btw (id just like to go to them and not find them closed!).

the closed ones don't have owners, they're closed until an owner is found through proposals to the council, bumps for shop owners aren't needed imo
