Shootouts and RDM

I haven't been involved in one, nor do I plan to, but I'm just sort of wondering how shootouts with the police would work. How do you know when it's ok to shoot to kill at the police in a shoutout? How do you make sure that if can in no way be considered RDM?

Just interested in case I'm ever involved in something like this.

If a situation occurs and it involves your friends, you can always say officers back off or you will be shot, (Atleast give 5seconds.)
