Shooting Restrained People

I'm just curious, are you allowed to shoot to kill people who have been restrained before a gunfight who are part of a group involved in the gunfight?

The rules state when you kill someone, high quality RP has to be had. If you ziptied them to interrogate them and a fight breaks out, surely shooting them without further notice is not high quality RP. TBH, once the fight has broken out, why shoot them at all instead of using them as human shields? xD
