Description of what happened:
So we had a gunfight outside/Inside athira as which Sgt The Shadow was killed and he choice to spawn back at the athira HQ and try to snipe us from there which meant in breaking the NLR.
Have you tried to resolve with the player before posting?:

<20:21:21> "GnC Michinky #Work": well no, im pretty sure that we rp'ed and because as i remember one of your officers shot at us( forgot the reason ) but you was killed by one of our men as other officers shot at us so we shot at all other cops at the area of the gun fight.Plus what just camed into my eye was that you broke the NLR and spawned in the HQ and started to shoot at us after we killed everyone, to mee it looked like you just want revenge, maybe im wrong but thats what it looked like.
After this there was nothing really relevent towards the topic, if any Footage needs to be shown a bit earlier of the actually scene that can be done,  but everything what is in the video shows that the NLR was broken.
Please post video evidence/screenshots here

Yeah, it shouldn't be a police complaint, people get banned all the time for new life rule so if he is found guilty then so should he

1:00 - 1:05 is his Chopper open? "I want to steal his chopper so bad I believe."

Medics = You must not kill a medic or steal there uniform, equipment or vehicles this will result in a instant ban, Medics are here to roleplay as a medic and help civilians. If there is a crime going on then the medics first priority would be consult with a police officer, however if the police are all dead a medic turns you can shout to them "Medic Rule B - DO NOT REVIVE"

I take at the End "I picked up his tags" was Metagame of somekind I.E. you Keyed and saw him through an object but okay.
 
Right as it stands from both video's there is no evidence of NLR There is a hostile engagement. But As you say roleplay was engaged before and shadow was killed only to return/respawn Unless there is a video showing this then there can be no ruling, 
 
If you could upload a Video from minutes before when the first death was recorded a ruling could be reached but as it stands I will chalk this up to insufficient evidence
 
I'll leave it open for additional evidence if it is provided other This will go down as Refused insufficient evidence.
 
On a Sidenote as Stated above It is a violation of the rules to harm medics or there equipment.
