Cops do not lose gear when they die, they don't pay for their gear either. Looks like a ragequit to me.

I was with full normal cop gear, I responded to the bank robbery and on my way, we got a text from the NHS saying that there was one confirmed armed rebel on the hospital's roof looking at the bank.
