Quick description of what happened:

Server 'crashed' while driving, vehicle disappeared. It is no where near where I was and it is not in my garage.

No evidence because the vehicle is gone.

Hello Kyler , looking at you amount of posts it seems like you're new , you do know that server is restarting every 4 Hours : 00 04 08 012 016 020 024

Since it happend at 2000 they cannot comp you for the items you lost since it was a announced server restart.

It was a crash ~20 minutes after the planned restart. But a few server restarts later my truck did reappear in my garage. So the problem is resolved.
