Server Opening Times?

With the recent addition of server 3 i was curious as to what requirements / what time this server comes online?

Server 3 only goes on when server 2 stays full for a while, and goes off when there is a lot of space on server 2 so it is not needed.

When server 1 and 2 is full up, there is no set time.
