Why is server 2 never up in the morning?

Just wondering because i prefer to play as a cop on server 2

Server 2 only comes up when Server 1 has been full up for a period time and actually warrants the extra server being required.  It's not there all the time so people can play on a "low risk" server that has hardly anyone on.
