Why server 2 is down?

All the server's are not up all the time, when server 1 is near/full one of the admins are gonna put server 2/3 up

Server 2 is an overflow server, therefore when server 1 is full server 2 will be opened.

Why would a second server be opened without enough NHS/Police to staff one server, additionally, there's not even a full server. (83)
