Server 1 is locked

I am trying to get on a server but server 2 is not online and sever 1 is locked, but my mate is in it, any help?

If the server just restarted when you tried to connect, they are keeping the server locked for small periods of time, in order to control the amount of people connecting at the same time, so they aren't clogging up the database.

Or something like that
