Hello me and a friend would like to form a security company we would be unarmed and will not impersonate police at any time and only detain if need be and if police request we would use our own cars and abide server rules and laws at all times would this be allowed/who could i speak to give us a permit

If you're going to be unarmed (good luck with that one btw ) then I don't see the need for a permit or permission. It's RP at the end of the day mate.  You could even do it with legal pistols.

Permission to use illegal weapons on the other hand would most likely be rejected. Just FYI.

You can have those. They aren´t illegal. Just the guns are. Except for pistols. Or you can buy some weapons like MX that you can backpack.
