Security check bug when filling out a ban appeal

Occasionally when filing a ban appeal the security check at the bottom of the page will not appear making it impossible to file the appeal, refreshing the page, unfortunately, does not fix this issue and it has prevented people from making ban appeals leaving them stranded, I have made this report in hopes that this can be resolved, Thank you.

90% of the time it does, other fixes are Ctrl + F5 or trying a different browser
