Are cops allowed to scrap choppers who they have no solid evidence other than that it was landed near a drug field / processing / dealer?

if the officer is of the correct rank and they believe the chopper to have been used for drugs then yes

Is SGT a high enough rank?

yes SGT is I believe it is SPC and above

Crush is only for SGT or above, SPC's can crush because they are on the same armoury level as SGT's, an SPC should only crush a vehicle if given permission to from a higher rank.
