Depends what scope it is. if it's a scope for an illegal item yes they are illegal. If it is for a legal item they are not.

Scopes and supressers are illegal. I believe the ACO is legal (or one scope) as its used for bounty hunter however the rest of the scopes such as an ARCO are illegal.
