Rule question about Combat storing and scrapping

So as a cop recently i have chased after many people in Agios who have stolen a car and feel they can chop shop a viechal during a pursuit ( fortunately i stopped them each time, that why nothing is recorded). From my knowledge im pretty sure this would be combat scrapping if occurred by i would like to know from an Admin if it is or not , and if i should have to tell them off OOC / advise them not to do it again/ report people for doing it. 

Would just like it in writing really so i know for next time its fully against the rules. As i have DMed people in direct and there like ohh i didn't think it counts. So having this in writing if it is / isnt would be perfect.

Although roleplay hasn't been initated, technically, unless you have spoken to them prior, then it would be combat scrapping/storing!
