RPUKs Decryption Challenge

Hello! Welcome to the RPUK decryption challenge. The way this is going to work is as follows. Every so often, no set time gap, I am going to submit that you guys must decipher. The first 5 people that PRIVATE MESSAGE ME ON THE FORUMS WITH THE CORRECT ANSWER will be listed along with how to solve the said code. Also, try and keep the comments as clear as possible, thank you! You get a special mention if you can give the official name of the cipher to! Good luck and here is the first code:
