Time & Date this happened: 21/02/2015 (approx 8-9pm)

Description of what happened: This person stole a medical SUV after a medic got out. The medic wants to confirm it has been locked however we have no proof of that. After trolling in it, he eventually exploded and died. We received an EMS request from him saying "I WILL TAKE ANOTHER NHS SUV" as shown in the link below.
I can confirm that he was able to unlock my locked SUV as he did it in front of me. He VDM'd us causing us to damage our vehicle and his. I am getting screenshots showing him in the car now.
What Rule Was Broken ?: Medics = You must not kill a medic or steal there uniform, equipment or vehicles this will result in a instant ban, Medics are here to roleplay as a medic and help civilians. if there is a crime going on then the medics first priority would be consult with a police officer, however if the police are all dead a medic turns you can shout to them "Medic Rule B - DO NOT REVIVE"
Have you tried to resolve with the player before posting?: No, was on duty at the time and he didn't seem like the kind of person I could easily talk with.
