Server rules applies to everyone it does not matter if you are rebel or not. I'm not sure what do you mean by rebel but once you bought your rebel license you have access to buy bigger weapons,clothing and armored vehicles.

Unwhitelisted rebels are civilians. We call somebody a rebel when they have rebel clothing and have a weapon. A rebel can do things from HM Treasuries, robbing people, doing weed etc and the only thing stopping you from doing something is the sever rules. The whitelisted rebels (UNMC) do very similar things, have wider range of weapons and vehicles etc and have few limits but still have to follow server rules

As Drama Lama put essentially a Rebel is not really a role is it something you can choose to play as with the options to buy a license to have rebel like clothing and equipment to go with the idea of playing as a rebel. The rules are exactly the same as any other faction when it comes down to the basic server rules however attitude and language towards other players is less restricted in means of exactly being professional. That of course is up to you.
