Retrieved cars go to Impound Lot parking, not Legion Upper

Suggestion:
Just QOL really, but make vehicles retrieved from the Impound Lot go to the Impound Lot parking instead of Legion Upper.

Pros:

• Just makes more sense that the vehicles stays at the Impound Lot rather than gets teleported across half the city
  
• Avoid people having to steal vehicles to go back and forth
  

Cons:

• None
