How do I restrain people who refuse to put their hands on their heads. I tried tazing them but SHIFT + R didn't work after that.

You need to knock them out, atleast as an bounty hunter.

If your not a cop or a Bountyhunter, you cannot taze. 

If you are to restrain someone, you will have to by zipties at the rebel outpost. EDIT: AT ANY MARKET FOR 20K.

MARK: You have to knock down the person before you use restrains. (If they refuse to put their hands above their head)
